Business incubators (BI) have been in existence since 1950s, and they offer a range&#13;
of support services to nascent entrepreneurs. Many governments across the world&#13;
promote incubators as a policy tool for the promotion of entrepreneurship leading to&#13;
an increase in the number of incubators. As public funds are committed to support&#13;
incubators, it is important that their performance is assessed, and benchmarks&#13;
developed. This has been a challenge, given the differences in the objectives,&#13;
business models and outcomes of the incubators. The article reviews the scholarship&#13;
and practice of Business Incubation.

<summary type="text">The Role of Incubators in Securing Resources and Performance of the Start-ups in India

This study compares the incubated and non-incubated start-ups in India on the basis&#13;
of resource secured and performance achieved. The resources secured were divided&#13;
into three main resources which every start-ups require i.e. government support,&#13;
financial resources, and network support. The performance of the start-ups was&#13;
measured on four different bases i.e. customer traction, scalability, market growth,&#13;
and profit. The data was collected by 146 incubated start-ups and 84 non-incubated&#13;
start-ups by the way of two different questionnaires. The study was based on&#13;
resource based view and knowledge based view. The t-test was run to see if there is&#13;
any difference between the incubated start-ups and non-incubated start-ups.

Most organisations grapple with change management. Particularly large&#13;
organisations are vulnerable to fail or flop if they do not gear themselves up to&#13;
change. In the interest of the long-term survival of growing organisations, change&#13;
management becomes a separate, elaborate and essential exercise that needs to&#13;
be undertaken at the right time. On the other hand, as far as start-ups are&#13;
concerned, change is part of their basic DNA itself and change management is a&#13;
24x7 phenomenon for 365 days in a year. It is so crucial that like the baby in the&#13;
incubator that needs extreme care and monitoring, if one is not responsive to the&#13;
changes in the environment, the entrepreneurial venture would be gone for good.&#13;
So where does the dynamics of change begin for a start-up? It is each and every&#13;
element that is subject to change – the mission, the vision, the product or service&#13;
offering, the team, the strategy, the structure, the process, the business model, the&#13;
technology, the price, the promotion, and the distribution channel. This paper&#13;
therefore examines the dynamics of change management in startups and attempts&#13;
to come up with practical suggestions and recommendations based on not just&#13;
theory but also some practical data.

<summary type="text">States’ Startup Ranking 2019: A Comparative Analysis of Top and Emerging Startup Ecosystems

Leading towards an indigenous India, government is working hard to build a&#13;
robust ecosystem for startups. Supporting the creative and innovative minds, the&#13;
Government of India (GOI) has come up with an initiative where it involves every&#13;
corner of the nation, leading them towards the goal of building strong Startup&#13;
Ecosystem. In this vision every state has committed to exert oneself and contribute&#13;
their best. Every State, Union Territory and Central authorities are in the process&#13;
of making their state a best place to initiate any startup. To encourage this spirit,&#13;
Ministry of Commerce and Industry along with Department for Promotion of&#13;
Industry and Internal Trade (DPIIT) launched an exercise named as ‘States’&#13;
Startup Ranking’. Inspiring states to work more towards policy making and&#13;
creating vast support system for startups, GOI has announced the second report&#13;
of States’ Startup Ranking 2019 in the month of September. This study focuses on&#13;
the performance of different states which participated in the States’ Startup&#13;
Ranking 2019. Studying the actions taken by different states, the report aims to&#13;
analyze the difference between the performing and less performing states. The&#13;
focal point of the study is to concentrate on variance evident in the conduct of&#13;
highest and lowest performing states. This paper is an attempt to highlight the&#13;
areas where states need to concentrate more in order to develop the conducive&#13;
ecosystem for the startups to grow and sustain.
