Tourism boom conceivable can be viewed as an approach for Rural Development&#13;
which is unique and a niche market for the country like India, where nearly 74&#13;
percent of the populace resides in rural areas. One can definitely highlight that&#13;
endorsement of village tourism as an entire machine for socio-economic&#13;
advantages to the rural people, it can additionally be viewed as a multi- sectorial&#13;
recreation and the industry is affected by means of many different sectors of the&#13;
nation’s economic system (Kulkarni, 2010). In the recent years rural tourism has&#13;
developed itself as a major catalyst for the development of new tourism product.&#13;
But at the same time, it faces some major threats and challenges with the growing&#13;
demand and lack of sustainable planning. Hence government and private sectors&#13;
need to make certain healthier linkages and co-ordination for the improvement&#13;
and growth of the rural areas. The current study is different and focuses more&#13;
about the sustainable development in the Maharashtra district of India. The study&#13;
will also try to investigate how Rural tourism can also increase social, cultural&#13;
and instructional values, and can grant a new dimension for shaping the human&#13;
resources mainly the younger entrepreneurs. Baum, (2006) highlighted about the&#13;
integration of economy and the environment of rural regions without which the&#13;
real danger that rural tourism will fail or may create damage to the destination&#13;
or host community will exist, which eventually makes it necessary to study in&#13;
detail and present the real benefits to the people.

<title>Panchayat Own Source Revenue through Rural Entrepreneurship: Solar Power Policy of Andhra Pradesh Paves a Way</title>

Local governments refer to Panchayat Raj Institutions created by National and State&#13;
constitutions to deliver the specified services in a relatively small geographically&#13;
delineated area. A Local Government, particularly Gram Panchayat, is a form of&#13;
public administration that exists as the lowest level of administration in most&#13;
contexts. Local governance is a broader idea and is defined as the formulation and&#13;
execution of collective action of the people and government at the local level. Gram&#13;
Panchayats can be treated as socio-rural entrepreneurs at village level and they&#13;
fulfills the important factors called the people, the context, the deal and the&#13;
opportunity - the PCDO of the social entrepreneurship in Sahlman’s model. The&#13;
73rd Constitutional Amendment Act, 1993 has made provisions for transfer of&#13;
political, administrative and taxation power from state governments to local&#13;
governing bodies. Though Article 243-G authorizes the State to grant panchayats the&#13;
rights and powers to serve as self-governing bodies, Article 243(H) authorizes the&#13;
collection, levying and payment of adequate taxes, duties, fees and charges by&#13;
panchayats, with the exception of obtaining assistance from central and state&#13;
government funds. Furthermore, Article 243-I provides that the State Finance&#13;
Commission should be formed to review the financial position of panchayats for&#13;
every five years and recommend ways of implementing the provisions of Article 243-&#13;
H with a view to improving the financial position of Panchayat Raj Institutions.&#13;
Nevertheless, the decision on levy of various taxes, as well as the degree of autonomy&#13;
that Local Governments can have in deciding their taxation level was left to the state&#13;
governments. Andhra Pradesh Government enacted AP Panchayat Raj Act (APPR)&#13;
in the year 1994 to lead the PRIs in governance. According to Section 45 (3) of the&#13;
APPR Act offers power to Gram Panchayats for mobilization of resources and&#13;
Section 59 of the APPR Act gives power to Gram Panchayats for acquisition certain&#13;
properties. Section 74 of the APPR Act provides power to Gram Panchayats for&#13;
pooling of the ‘Gram Panchayat Fund’. Rural local governments account for a much&#13;
smaller percentage of all taxes generated from their own sources. Even this small&#13;
amount, since local councils have little ability to decide the amount they can collect,&#13;
it is an overstatement of their significance in the mobilization of revenue. The failure&#13;
of the Gram Panchayats to mobilize own source revenue was seen as a main reason&#13;
for low Own Source Revenue.

Intrapreneurship is recognized as an act of entrepreneurship within an&#13;
organization. Organizations employ skills and spirits of an entrepreneur, among&#13;
their employees. Globally, MNCs have realized that to grow further, they have to&#13;
acquire a start-up mindset and zeal of an entrepreneur and for this; they have to&#13;
nurture ‘intrapreneurs’. In this paper, intrapreneurial practices of selected global&#13;
pharmaceutical companies have been identified. Besides identification, i.e.,&#13;
covering ‘what’ aspect, their geographic presence, an emphasis is to identify&#13;
‘how they do’, i.e., ‘how’ aspect of intrapreneurship. Twenty (20) out of top fifty&#13;
(50) global pharmaceutical companies as recognized in terms of their revenue&#13;
have been selected for further analysis. It has been observed that the concept of&#13;
intrapreneurship is being applied in diverse areas within pharmaceutical&#13;
industry, i.e., in Research and Development (R&amp;D), Product Development,&#13;
exploring new markets, contribution towards communities including application&#13;
in Corporate Social Responsibility (CSR) activities, among others.
