The Bayh-Dole Act (BDA) (1980) of USA changed patent policy, involvement of universities in patenting,&#13;
augmented commercial revenues and increased collaborations of universities with industries. Therefore, the&#13;
Act became boon for universities-industries relation and private players in USA. The Government of India&#13;
(GoI) desired to adopt BDA type Act known as Protection and Utilization of Public Funded Intellectual&#13;
Property Bill (PUPFIPB)-2008 in Indian research academia. It would help to increase protection and&#13;
utilization of IPRs originating from public-funded research and commercialization of invention, generation of&#13;
revenues for research institutions/universities. However, there are debates about this bill in Indian research&#13;
academia whether the GoI should adopt this bill or not. The Indian public-funded research institution’s&#13;
situation and socio-economic structure of common citizens are different as compared to USA. Therefore, the&#13;
present study assesses the viability of USA’s BDA in Indian context. The study achieved following objectives:&#13;
To identify the usefulness of BDA in USA, its viability in India; thereupon this provides comparison of&#13;
factors related to science and technology, IPRs in USA and India; to bring out conclusive policy suggestions&#13;
to increase the awareness of IPRs. Thus, it provides policy implications to increase the effectiveness of Indian&#13;
bill in research academia.

Evaluating public policy based interventions in developing countries has always been a challenge as most&#13;
policies often do not provide quantifiable objectives. Even programme announcements within a policy&#13;
framework more often is associated more with narrative objectives difficult to quantify for performance&#13;
assessment. Despite such constraints, researchers in UN organizations, multilateral development banks&#13;
(MDBs), reputed universities and institutions have over the last two-three decades have contributed large&#13;
body of literature on the theoretical developments and empirical investigations in policy evaluation. In India&#13;
policy evaluations made are fewer in number in comparison to evaluation of results in relation to project&#13;
targets. Serious mapping of policy performance is of recent origin. An attempt is made in this paper to assess&#13;
policy performance of the largest educated employment generation intervention in the form of the Prime&#13;
Minister’s Employment Generation Programme (PMEGP) in respect of three important areas. Inclusion of&#13;
women and specially disadvantaged groups, employment and income generation are assessed in results&#13;
framework. Indicators and weights are objectively developed and assessments made. Future action and&#13;
research areas are recommended.

The purpose of this paper is to understand the various Governmental Policies and Programmes and its role in&#13;
fostering Women Entrepreneurship in India. The paper adopts an exploratory research design capitalizing on&#13;
authentic and reliable secondary data through exhaustive studies of reputed journals/literatures, data sources&#13;
from private and government universities, Government official database and international&#13;
bodies/organizations. The findings presented in this paper will comprehensively list down the Central and&#13;
State Level Governmental Policies and Programmes for promoting women entrepreneurship in Indian for&#13;
Micro, Small and Medium Enterprises. The study attempts to find out the possible gaps where new&#13;
programmes are to be designed and offered by the Government. The value addition of this research lies in&#13;
presenting a comprehensive review on understanding Governmental programs and policies adopted by&#13;
women entrepreneurs in India. The review will be to the extent of considering research&#13;
articles/journals/publications focusing primarily on regional (Central) and State-wise Governmental in&#13;
Indian Micro, Small and Medium Enterprises (MSME’s) as primary focus of the study. Validation of the&#13;
Government policies and Programmes in a specific context can be studied further, for example, for promoting&#13;
/ targeting women entrepreneurs for different industrial / Business organizations / Sectors with different&#13;
educational background etc.

‘Akshaya’ is an initiative of the Government of Kerala, envisioned at enhancing the spread of e-literacy,&#13;
among public with added focus in rural areas, through Public Private Partnership (PPP) mode. The project&#13;
was launched in November 2002. It brought to fore the enormous managerial and entrepreneurial talent that&#13;
remains untapped. The moderate number of Telecentre owners who have come forward with the choice of an&#13;
entrepreneurial career by starting an Akshaya Telecentre is a significant development to reckon with in the&#13;
subject. The study is based on the major pillars of Telecentre sustainability identified as (a) financial (b) social&#13;
(c) operational (d) policy and (e) organisational. The study analyzed Sustainability of Telecentres by&#13;
using the methodology for measuring the performance of informal social microenterprise in an&#13;
emerging nation. It is identified that all the five pillars have positive effect on Telecentre&#13;
sustainability. The model also shows the importance of each pillar to telecentre sustainability. The&#13;
highest importance is for financial sustainability followed by operational sustainability In the case&#13;
of other three pillars the level of importance to telecentre sustainability is nominal.
