A notable feature of small- scale industrial (SSI) units in Assam is its uneven pattern of distribution across the districts. SSI units are found to be concentrated in a few districts and its spread is sparse over most of the districts. Thus, the objective of this paper is to find out the various factors that explain the pattern of distribution of SSI units in Assam across the 23 districts. Following the literature on entrepreneurship six variables were identified as the explanatory variables for this study. With the help of a simple linear regression analysis, the study found that SSI units in Assam tend to come up in those districts having a high percentage of literate population, greater availability of industrial credit and a high percentage of urban population. The study therefore concludes that, apart from availability of resources (which works from the supply side), SSI units tend to come up in these districts that offer ample scope for expansion from the demand side as well.

This paper while focusing on the definition of entrepreneurship, moves onto incorporate some basic factors like openness to entrepreneurship, balancing business attractions, willingness to invest, thinking beyond town borders etc. which would be required by the rural community to look into and identify platforms and opportunities either inherently available or which need to be developed to encourage entrepreneurship. It touches upon the fact that to promote rural development, entrepreneurship is seen as a strategic development intervention that could accelerate the rural development process. It is pointed out that institutions and individuals seem to agree on the urgent need to promote rural enterprises. The importance of linking entrepreneurship to rural community cannot be under stated. particularly with the rural market emerging as a point of global focus and attraction.. and its high time we all take note of it.

The paper is based on an empirical research study covering five districts of Varanasi Region of Eastern Uttar Pradesh. This region is one of the most backward areas of our country in terms of Entrepreneurial Development. It is characterized by high population growth, large-scale unemployment/under employment, subsistence agriculture, lack of infrastructure and abject poverty. Except for the traditional business communities, the spirit of enterprise, in general, is very low and the hankering for jobs is very high in the youth of this region. Thus, the region of eastern U.P. offers a very fit and challenging case in entrepreneurial development for both the support agencies as well as the researchers in this field. The paper has attempted to study the effectiveness of the role played by five key support agencies viz. District Industries Centre (DIC), U.P. Financial Corporation (UPFC), U.P. Industrial Consultancy Organization (UPICO), Udyog Bandhu and EDIUP; based on the assessment of the impact of their policies and programmes at the ground level. The study reveals that support agencies are still to go a long way to achieve their common goal of developing the region into a rich basin of entrepreneurship.

The basis sources of growth in any economy are performance in production, efficient allocation of resources across economical activities and innovation that creates products. This brings wider uses of the products and efficient use of inputs. Much attention is focused on stimulating small business (SME) development, development of industries by providing financial resources and deregulating restrictive legislation. However, success also depends on the initiative taken by individual entrepreneur in creating a viable business. Therefore, discovering the factors that motivate the individual to start a new venture also becomes equally important. .The study examines the major motivational factors affecting entrepreneur in starting a business for sustained economic development. The study examines the motivational traits among the Engineering students and it also identifies the gap based on analysis and it recommends appropriate and focused training programme for "would be entrepreneurs" along with identification of the development and support programmes to meet the needs for dynamism in entrepreneurship for the country’s high growth led economy. Many people explore the idea of forming their own venture based on the road map; however, there may be inertia in exploring start-up ventures. Individual may get preoccupied by a variety of forces such as job, family priorities, obligation and their routine life. The entrepreneurship community has been successful in breaking the inertia to meet their motive of becoming a successful entrepreneur. A motivational scale and open ended interviews of entrepreneurs as well as students of engineering institute were used to identify and assess the "motives for starting a new venture" to fulfil their dream of becoming a successful entrepreneur. Increasing openness by encouraging the dynamism in entrepreneurship plays an important role in spurring innovation, particularly as it occurs through learning by doing. Technical Education can play a major role in creating awareness for success in the competition era. The study also suggests the reorientation in the curriculum to meet the dynamism in entrepreneurship. The paper concludes with suggestion on rethinking on industrial perspectives which is presently an independent identity as a tool for prosperity of an individual adding wealth to family and nation.
